Follow-Up Data on Parents in Even Start Programs in Texas, 2004 and 2005
Because of concerns for demonstrating accountability in Even Start family literacy programs in Texas, staff in the Texas Center for the Advancement of Literacy and Learning documented how investment of federal funds in Even Start provides returns on that investment. Findings from telephone surveys indicated that out of the 443 respondents, 35% obtained the GED credential or completed high school while in Even Start, 24% enrolled in further training after leaving Even Start; employment increased from 17% to 51% with increased salaries, 32% were removed from public assistance; and volunteerism in public schools by these Even Start parents rose from 23% to 46%.
The Third National Even Start Evaluation and Latinos: Does the Data Distort Reality?
The third national Even Start evaluation conducted by Abt Associates and completed in May, 2003 has been widely cited by educational policy makers and federal legislators as evidence that the Even Start Family Literacy Program is ineffective. The main finding, that Even Start children and parents did not gain more on outcome measures than a control group, has fueled reductions in federal funding and put the whole program at-risk for complete elimination. How do these findings apply to the burgeoning Hispanic/Latino population?
